Didem Mutçalıoglu (Chairman)

Didem Mutçalıoğlu received her undergraduate degree from the Department of English Language Teaching from Middle East Technical University (ODTÜ) and completed her Master’s degree in the same field from Marmara University. She has been the Director of the English Language Programs at İstanbul Bilgi University since 2009. As the director, she successfully managed the CEA (Commission on English Language Program Accreditation) accreditation process, which resulted in the awarding of 5-year accreditation to the program during this time. During her tenure at İstanbul Bilgi University, she was the Academic English Program Coordinator of the Undergraduate Academic English Program on the EAQUALS Accreditation Committee, which resulted in the accreditation (2004) and the renewal of the institution’s accreditation (2007). In addition to these responsibilities, she has been directing İstanbul Bilgi University’s institutional accreditation efforts with WSCUC (WASC Senior College and University Commission) since 2015. She is also the Teaching, Learning and Quality Assurance Advisor under the İstanbul Bilgi University Institutional Development and Quality Coordination Office. Parallel to her efforts in institutional accreditation, she was accepted to the “WSCUC Assessment Leadership Academy” and completed a one-year program with regards to the Outcome Assessment at different levels such as program, course, institution, competencies as well as co curricular programs” in 2017. She participated in the CEA accreditation site reviewer training in 2018 and the CEA accreditation advanced site reviewer training in 2019. She is currently working towards her doctorate in higher education at the University of Liverpool.

Taner Yapar

 

Taner Yapar was born in Germany in 1976. In 1998, he received his B.A. from Hacettepe University, Ankara, Department of English Translation and Interpretation. In 2003 he received his M.Sc. in Educational Measurement and Evaluation from Middle East Technical University, Ankara. He received his PhD degree from Hacettepe University in Educational Measurement and Evaluation in 2014.

Taner Yapar worked at the English Preparatory School of Başkent University, Ankara between 1998 and 2005. There he undertook various responsibilities like teaching general English and ESP, test and materials preparation. He worked as the Academic Coordinator of the Department of Foreign Languages at TOBB University of Economics (TOBB ETU), Ankara between 2005-2010. He acted as the responsible person for the curriculum and test development processes. Since 2010 he has been the Director of the Department of Foreign Languages and has been responsible for the English Preparatory Program, Departmental English Courses and Second Foreign Languages.

Among his interests are testing the four basic language skills and language systems, language testing for various purposes, performance assessment, reliability and validity of languages tests, item response theory, latent growth curve modeling and statistics.

Assoc. Prof. Evrim Üstünlüoğlu

Assoc. Prof. Evrim Üstünlüoğlu  has been working as a lecturer at İzmir University of Economics. She has a strong background as a director, a researcher, and a lecturer for over 30 years.  As a director, she supervised curriculum and instructional development activities; coordinated the work within the school; oversaw  the efficient operation of the Preparatory, Freshman and Second Foreign Language Departments of the SFL; and represented the SFL at university level councils and committees and in external forums. As a researcher, she has conducted several research projects on language teaching and educational sciences and attended many conferences. She has publications in international and national journals.  As a faculty member,  she has taught  at all levels in the field of language and  educational sciences. She has also taken active steps in quality assurance and accreditation in order to ensure excellence in the provision of all teaching and training. She is a qualified reviewer of CEA, a founding member of  DEDAK, TESOL Turkey and TESOL Turkey LAMSIG. She is a board member of IATEFL LAMSIG.  

Dr. Hacer Sivil

Dr. Hacer Şivil has been working as a language teacher for more than 20 years at various schools ranging from high school to university and from state to

foundation institutions. Since 2006, she has been working at Istanbul Technical University School of Foreign Languages (ITU SFL), where she has served as a vice-director, dual-diploma program coordinator, accreditation self-study coordinator, steering committee member, and language instructor. She has also coordinated task group meetings and needs analysis studies. Considering the needs of the SFL, she has contributed to the establishment of some academic offices like the Statistical Analysis Office and Academic Writing Center. On behalf of the SFL, Ms. Şivil coordinated the processes for Accreditation Board for Engineering and Technology (ABET) and Commission on English Language Program Accreditation (CEA). She led the SFL steering committee for its initial accreditation and reaccreditation for Undergraduate English Preparatory Program (UPP) and Dual Diploma Preparatory Program (DDP), and the School was granted accreditation between 2012 -2017 and 2017-2027 by CEA.

 

Ms. Şivil has attended some certificate and diploma programs related to language education, trainer training, learning technologies, and language accreditation both in Turkey and abroad including England, the USA, and Canada, and has provided presentations. Besides, Ms. Şivil is a trained and experienced CEA site reviewer and has been working on the establishment and development of the Commission for Language Education Evaluation and Accreditation (DEDAK) as a founding member  since 2012.

Mumin Sen

Mümin Şen completed his undergraduate education in the department of English Language Teaching at METU and received his master's degree in English Language Education at Ankara University and is currently at the dissertation stage in the field of Special Education at Ankara University. During his ten-year service at Başkent University, he both delivered and coordinated English courses for general and professional purposes, as well as effective presentation and interview techniques. As the deputy director of Ankara Yıldırım Beyazıt University School of Foreign Languages, he pioneered the establishment of the school in 2011 and carried out the quality processes that resulted in Edexcel accreditation in 2014. He participated in the UK-Turkey English Task Force meetings as  the representatives of the Council of Higher Education, some of he outcomes of which were the research reports about the state of English education in secondary and higher education level in Turkey. He supported the establishment of the Independent Learning Center, one of the firsts at national level, in 2012 and contributed to the development of the quality assurance system in the language learning process by initiating the blended/ hybrid language training program in 2013 and the Language Learning Advisory Program in 2017. In addition to his duty as the Director of YDY, he is still a member of AYBÜ Quality Board and Career Center board of directors and he is also a Pearson Assured evaluator. His academic research areas include independent learning, disability research, BEP, learning advisory, problem solving skills, learner autonomy, quality assurance and accreditation.
